Fighting a red light radar ticket?

can one fight a radar red light ticket alone on the circumstance that the picture of the driver is blurry? Also- if the driver wasn't served directly, and the possibility of extenuating circumstances. The yellow light is approx 2.9 seconds, the vehicle was traveling at approx 24mph. Any advice?
