Does anyone know the horsepower requirements for a 1982 NEW HOLLAND 315 small square hay baler?

My friend just purchased a gently used NEW HOLLAND 315 small square baler and was wondering if his International 684 tractor with approx. 62 horsepower will be able to run it in heavy hay! Myself, personally, I think he should have at least my tractor with 75 horsepower on it to run properly. Just was wondering if anyone had a baler such as this, and what horsepower it required.
